Hmm, not knowing anything about this mod but just going off the description you posted, it sounds like there might be finer-grained options. "If you disable this configuration file, other rules will detect, but not block, incoming attacks." makes it sound like you disabled a large chunk of it when maybe there was just one misbehaving rule.

We went through the rules one at a time, disabling and reenabling them to identify the culprits. Those three caused autocomplete to stop working. Trust me, we have lots of other rules in place to fend off attacks and malware.
