Dave - I think this idea has been floated a few times, and it does fit what we see other "spread the word" features doing. Sites like Evite.com offer these options for importing: Gmail, Yahoo Mail, AOL Mail, and something called "Windows Live".

"Storing tell a friend contacts" is probably not an issue as we already create contacts in the DB for each tell-a-friend recipient. However I think you'll need to think a bit about what info is ok to share back with the original user. Not sure it's expected behavior that they get to find out whether their friends actually took action or made a contribution. If so, should they know how much $ was given etc.?

Might be good to flesh out some more details on this and put up something on the blog to get feedback from the community. Then we can put some sizing on it. Some work has been done on Outlook / Civi synching which I think is going to be "published / shared" some - so that would probably be useful for this feature.

Would also be helpful if you can do a bit of research to see if there are any existing open source modules or libraries which do the work of authenticating and retrieving email / contact data from commonly used email providers.
