Danila,

Got it working!  I removed the civicrm code directory with the patched civicrm.views.inc, re-installed a fresh copy of 2.2.1, cleared the views cache, and the custom boolean field filter works (along with the 'do not email') filter.

Thank you for your time on this.

I'll add this to my internal civicrm 'gotchas' file.
