yes, known error. it's slated to be fixed in 3.1.3http://issues.civicrm.org/jira/browse/CRM-5809if you want to fix it yourself, get into that file and replace:joomla/com_user/controller.phpwith components/com_user/controller.php
No -- that's part of the same bug.If you go to the Jira issue and click "fisheye" at the bottom you'll see that Neha posted a patch file. I've not tested it yet, but it appears they've attempted to fix this. You might try implementing the patch and testing. (and if it seems to be working fine, add a comment to the Jira issue -- it's helpful for the core team)
