if you want to fix it yourself, get into that file and replace:

joomla/com_user/controller.php

with

components/com_user/controller.php

lcdweb, you're awesome.  Works much better now.  One last problem, which I think is a formality, and, from what I've Googled, has something to do with language settings, I think.

So I made that change and then went to sign up again, things seem to work a little better, AND Joomla sends a user registration e-mail FINALLY, but it just contains SEND_MSG_ACTIVATE and nothing else.  Is there a setting missing somewhere?

No -- that's part of the same bug.

If you go to the Jira issue and click "fisheye" at the bottom you'll see that Neha posted a patch file. I've not tested it yet, but it appears they've attempted to fix this. You might try implementing the patch and testing. (and if it seems to be working fine, add a comment to the Jira issue -- it's helpful for the core team)

WORKS!!  Went through and testing out new user creation, through both the Paypal payment route and the "Pay Later" payment route.  Thanks so much for your help, I will certainly go post on Jira as well.
