What's the current state of play on this issue? I'm working on a site that will need to support users from right across Europe, so issues like this are really important for a good user experience.

Argh, that’s a good catch. I filed CRM-6281 to fix this. I’ll fix this for 3.2 and think whether it’s feasible to backport to 3.1.6 (the code will be different, as the move to Transifex means 3.2 will use two letter codes for most languages in CiviCRM anyway).

Everything except some edge cases (Simplified/Traditional Chinese being the only one I know of) should work in CiviCRM 3.1.5.
