Access denied on Price Set administration screen

We are trying to train users how to administer various aspects of CiviCRM. When users with the Drupal Administrator role, which is synced to the CiviCRM Administrator, try to access the Admin Custom Price Set screen they get the following error:

You are not authorized to access this page.
How can I enable administrator access to this page, and possibly other similar pages?

"synched to CiviCRM administrator"?  Is that Wordpress lingo or an ACL?  It doesn't sound like a drupal permission.

Could it be a http vs. https mismatch?  If not then perhaps it is a wordpress permissions bug that you could file on JIRA.
