Invalid Key Errors constantly

I have a key defined in both the admin and component areas of my joomla site.  I've tried the key with both the " ' " apostrophe before and after the actual key and without the apostrophe.  I keep getting this error when trying to commit stuff through save.

This error is not related to site key. It's a quickform qfkey error. What's your php version?

yes.  the problem shows up when I'm doing some of the following actions:
1. trying to create a new mailing - I can reuse an old one and rename, but not create new
2. modify and save an event
