multisites unclear

Not really understanding the multisite installation.... Please clarify.

If I want to have a site that offers CiviCRM to other organizations that do not have Drupal or Joomla, can I do the following:

Have a joomla "mother" site of the CiviCRM with each org. having it's own db, front end form generation and joomla backend (multisite?)

or

Do I need Joomla installed in the "mother" site within separate directories for each org. with their own CiviCRM install so their front end is only their forms and their current site can have links to these forms (not multisite)


 ???

multisite installs are currently on drupal and standalone installs primarily. We have not tested / worked with them on joomla. I dont know if joomla supports the multisite concept either
