Moving participant from wait list to pending

I'm trying out the wait list feature. My participant is not being moved from waitlist to pending even though I have cancelled one of m participants.

The status I have currently for my test event is
Counted: 9
Not counted: 3
Registered: 9
Volunteer: 1
On waitlist: 1
Cancelled: 1
(max 11)

Is there something I'm supposed to set?

did you run the cron script: ParticipantProcessor.php.txt

Its in the bin directory

Also make sure 'On waitlist' and 'Pending from waitlist' participant statuses are enabled.

The participant statuses are enabled.

Nope, I did not run the cron script. Running it from the shell or via the web server gives "ERROR: You need to send a valid user name and password to execute this file"

There are a number of additional files in the bin directory. Is there a help somewhere on what scripts need to be run and how to get them to run?

As you're trying this out - if you have time to add some info to the CiviEvent Admin doc to help others get started - that would be great. I think the Waitlist field described here could use some extra help:
