This looks like either a bug or an "undocumented limitation" but in any case, it's a definite problem for me.

I'm using CiviCRM 1.8 on Drupal 5.2 (the issue occurs on the demo site http://demo.civicrm.org/ if you want to test it). When I try to create a custom field of type Alphanumeric - Select and I create a new Multiple Choice Option, if the Option Value is longer than 31 characters I get an error on attempting to save: "Please enter a valid value for this field. You may use a - z, A - Z, 1 - 9, spaces and underline ( _ ) characters."

The length of the text field is not limited appropriately, nor is this limit documented anywhere as far as I can tell. Furthermore the error message does not explain what actually went wrong.

So, is this a bug?
