After struggling for hours trying to create additional users for the standalone version I thought I would share what I've learned. Assuming you've installed civicrm standalone version and are able to login with your first admin account...

1. Create a new contact with the details you want
2. Fill in the OpenID url
3. Check "Allowed to Login"
4. Add the contact to the appropriate group according to the permission they need

Note, if you don't add them to any groups with special permissions, they basically won't be able to do anything in CiviCRM!

Also note, that if the login fails, CiviCRM may remove them from the group they belonged to, thus disabling their account. I haven't figured out the exact circumstances that cause this.
