Unable To Complete Set Up of Admin User

I am attempting to stand up the Standalone version. I created the OpenId user, verified the DNS settings, etc. When I attempt to create the admin user I receive this error:

Forbidden
You don't have permission to access /civicrm/standalone/finish_auth.php on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

I looked at other/similar errors and there never seems to be a resolution to this issue.

u might want to try loading the php file http://SITEHOST/civicrm/standalone/finish_auth.php  and see if that works. You should get a

Unknown status returned.

error message and not a 404

Took your suggestion and tried that what I get is this message:

Expected an OpenID URL.
