CiviContribute: Billing addresses show only US??

So I have created a Donation page and am trying to test the Authorize.net processing. What I noticed is that there's only options for US Residents on the Billing address fields. How do I enable international billing addresses?

Just figured out that is done in the Administer / Configure / Global Settings / Localization
