Issue: more participants marked as Registered than have Paid

I've encountered this issue twice this week on an event I am running - I've ended up with more people in the Event's Participant list with Registered status than have actually paid.

In all cases, they have been multiple registrations paid with Paypal (standard).

It appears that the user has initially entered a number too high for additional participants (eg entered 3 when there are 3 in total rather than 3 extra).  They have filled in the details one too many times, then perhaps gone "back" and "skip participant".  I'm not actually sure what they did and need to test this.

However the key point is that they've then gone on to pay PayPal the right amount (ie for 3 fees in the above example) but then CiviEvent has marked all the Participants in the group (4 in this example) as Registered.

I will test this more, but wanted to see if this was something seen before?

If reproducable, its quite a series issue (I think).

I was not able to replicate this on my local install.

Could you replicate this on http://drupal.demo.civicrm.org/ and
if it does give us detailed steps to reproduce the same.
