Is CiviContribute configured to record anonymous donations?  If not, is there a best practice for recording anonymous donations?

You might want to give "anonymous users" permission to make payments, etc.
CiviCRM however requires the donor to input his/her email at the very least, since it creates the record for the donor (if it is NOT already present in the system) and the contribution.
