Civimail not Scheduling Mailings

I have upgraded from a previous installation where civimail was not in use.  I see no reason why it should not work at 2.2.8 where I stopped upgrading (having come all the way from 1.9).  I followed the instructions for configuring civimail and it promptly sent out a mailing that had been scheduled since last Fall.  Now I create test mailings and submit them either for immediate processing or for a later time.  Sending a test mailing works every time.  The submit returns me to the scheduled and sent mailings page but the mailing is not listed.  Instead I find it in the Draft and Unscheduled Mailings.

This happened in the 2.2.8 configuration so I upgraded to 3.0.1.  It is still happening.  The code has been completely replaced so perhaps it is a database issue?

I have been unable to find any reference to other people having this problem.

I am all set up on IRC.  There are lots of names on the channel but no conversation.  It may be the most boring party I have ever seen.  I regularly use ssh to access my account so that is no problem.  I suppose everyone may be asleep this time of day.

So I saved off my database and then dropped all the tables and recreated the database using the CiviCRM initialization routines.  Then I saved off the tables that started off with 'civimail%' and dropped the new database.  Then I restored my old database and replaced the civimail tables with the ones created by the initialization routine.  Now it seems to work.

It would be helpful to have a data model so I would not be shooting in the dark.  Other online applications have tools to validate the database, another possibility for this kind of situation.  There could be a tool that checks for correct modules/versions and also for correct database configuration.
