Oops - this seems to be a regression bug in 3.0 (since I just confirmed that you can do this in 2.2.x). It's related to the issue you filed regarding "search by email" in the To, CC, BCC fields. I'll chat with Kurund about it and see what can be done short / medium term.

Is this a current priority use case for Phys Health??

Not high priority, since it can be worked around by doing it from outside civi and using the email processor to pull it into civi.

Issue filed - Kurund will determine if this is fixable in 3.0.x or needs to be pushed to 3.1.
