Offline Contribution - Payment Processor Drop Down not correct

How can I change what shows up in my drop down to select a payment processor for offline contribution. Obviously there is no contribution form for this?

you need to add a payment processor which allows you to accept credit cards on YOUR website (i.e. paypal web payments pro, authorize.net etc)

I did that but it does not show up in the drop down, I was able to use it on any other form?

Right, i'm pretty sure allowing offline mode via WPS would be a violation of paypal's TOS. You would be logging in to paypal's site and submitting credit card info as somebody else.
