acls and exports

Am i right in the following - if you set up ACLs so that an ACL group has 'edit' rights over a Group of Contacts.

and if we use Drupal permissions to 'view' all contacts -  it allows them to

- export all contacts
- use Send an Email to all contacts.

Is that the status quo?

Was looking for a way to ACL users to Edit contacts within a Group, view All Contacts, but not be able to use 'more actions' on people they cannot 'edit' - which seems like a logical extension of the 'rights' above.

Testing shows that above config means that someone with 'view all contacts' but ACL to 'edit' only a group can export and 'send an email' to all contacts.

That seems to stretch the concept of 'view' too far. I can't offer to look in to this further at this point - so I guess I am just flagging that if any further work is done on Permissions, then perhaps 'view' should not provide 'more actions' that go further than 'view'

I have a similar problem. I need some people to do data entry, creating new contacts, or even editing some, but I cannot have them be able to export the whole list.
How do you achieve this?
