Top nav bar does not show unless on localhost

I have a CiviCRM installed on an Ubuntu 9.04 box and as long as I am physically on that box I see a top nav bar containing the following:
'Home' 'Search...' 'Contacts' 'Contributions' 'Events' 'Mailings' 'Memberships'

When I point a browser from another box I do not see this nav bar.  I'm not really sure how the nav bar got there in the first place, I believe that a coworker was fiddling with it and installed it. The bar is great to have but rather useless if it is only visible when actually on the localhost machine.

As always, any help is greatly appreciated  :)

what url do u use when accessing civicrm locally and what url do u use when you do it from a remote box

I use the same URL for both:

http://172.16.6.69/drupal/civicrm/dashboard

This is all done from within the network.

I believe that I have figured out what is causing this. The style sheets that are associated with CiviCRM are being referred to by:

http://localhost/drupal/sites/all/modules/civicrm/packages/'whatever'

and that only works when you are actually viewing it via localhost and not on another box and simply pointing a web browser to it. Now I need to figure out why it's pointing to localhost and not the server name (which I thought that I specified). Well, I knew that it was my fault  :)

follow the steps here:

http://wiki.civicrm.org/confluence/display/CRMDOC/Moving+an+Existing+Installation+to+a+New+Server+or+Location

to ensure that all urls/settings are pointing to the server name and not localhost
