I am a newbie here, so I hope I can get some help from here.

Currently what users in our web(containing the info about alumni) can do after signing in, is only seeing their own contact and edit their own contact (and signing out.)
It used to be just a database system to collect the information about alumni.
My mission is to develop this web as a way for users to communicate each other.

The very basic step will be letting users (by users I mean those who created their account in our web) at least browse other users' contact information. (e.g., other user's name, email address, and year of graduation.) Currently they can not even know who are in this system (they can not use "find contact" either, only admin gets to see those info.)

Where can I change this?

also, is there anyway that we open only part of the information of contacts, not all the info?
For example, our contact info contains not only their name, email and such, it also contains their performances and job infos too.
I want users to see other's name and contact information including email, but don't want users to see other's job info and other privacy.
Can I configure this way too?

I am completely new to civicrm and I couldn't find any information regarding this from http://en.flossmanuals.net/CiviCRM/ nor Wiki. So I desperately need your help.

You can use a CiviCRM Profile to create a searchable "directory". Only the fields you include in the Profile are exposed to your "alumni". You can limit access to the Profile search and listings to logged in users.

There is quite a bit of info and examples in the online book for this type of useage. Check out this chapter in particular:
