Migration Nearly Complete, but unable to change Resource URL's

I recently shifted domains and am following these steps:

However, I appear to be getting hung up around steps 6 & 7.  Everything appears to be functioning, though the path to the css file must not be accurate as it's CiviCRM appears to be 'unskinned' on both the backend and the frontend.  When I attempt to update the resource url's I am taken to a white screen that says "You do not have permission to execute this url".

I've worked through the troubleshooting guide in the reference above to no avail.

Currently running: Joomla 1.5.14
CiviCRM: 2.2.8

Yes, logged in as Super Administrator.  However, I did update the email associated with my account to reflect the new domain PRIOR to migration.  Not sure it that would affect this or not.

i'm pretty sure we dont throw that error from the backend version of civicrm. i suspect the joomla framework is throwing that error. not sure why, you might want to try debugging it and figuring out what and why. please update the forums if you do so

Sorry to bother.  I created another super admin user with a separate email address.  Now, when I log in under the alternate admin and click on CiviCRM --> Administer CiviCRM, I receive this:

can you truncate your civicrm_uf_match table and try again

seems like there is already an user with the same email address in your joomla user table

I removed the user from both Joomla and from the civicrm_uf_match table, returned to the "resource urls" link in administrate civicrm section and received:

"You do not have permission to execute this url"

In fact, all of the links in the "Global Settings" area result in this error.

Ok, I am making progress now.  I have managed to get past the 'restricted access' issue and am able to update the resource url's.  However, when I click save, "The connection was interrupted" results.

This error seems to occur when I attempt other changes, however I've not been able to determine any consistency just yet. 

To get to this point, I simply refreshed all of the files on the server by deleting the admin/components/com_civicrm and the components/com_civicrm just to ensure that that I had, in fact, put all the files to the server correctly.

try getting into your database, open civicrm_domain, open the record and delete the content for config_backend
The settings should reset when you open Civi.

There appears to have been an issue with the SSL, so I purchased new one and applied it to the new domain.  I noticed that when updating certain items in the global settings it would route me toward "https://", which given that it was not originally applied properly, forced CiviCRM to time out. 

At any rate, problem solved.  Thank you for the support.
