When new members sign up in Civi, will that create a new Drupal account as well?

yes, if you are using a profile and if enable the "create CMS account" setting in the profile (advanced settings section)

Thanks for the feedback, it did create the user account. However the account is blocked after creating even the system generates an email to prompt the user to login.

How can I remove that block? I do not want to allow users to register drupal account directly, only if they come through the CiviCRM membership sign up.

the block is probably due to some drupal user setting. you might want to check that

you can hide the drupal registration block and not expose it. However we dont have any options which allows you to disable drupal registration completely (users can get to it if they know the url)

I think I am making some progress. I looked at the drual/api.php thinking that is where user information gets created. It appears as if that file does not even come into play? What file creates the user account?
