I have a client that wants to use CiviCRM for accepting donations, and some other things, that I'm not sure make sense for use with CiviCRM.  They have forms in pdf format that they want to also have a web version for.  They want users to fill the forms out and then manage the entries via CiviCRM.  These forms are forms like financial aid applications, scholorship applications, things like that.  should they be using CiviCRM for these types of things, and if so, how do I go about creating these forms within CiviCRM (using Jommla)?

Custom fields can be achieved using profiles attached to your Contribution page. Check out:

I don't want these forms to be tied to a contribution though.  these are just online forms a user can fill out, not making any kind of donation or anything.

Sorry, I failed to read your post carefully. I do not know if you can achieve what you want purely in CiviCRM.
