In our database, there are 103 congregations and for several, the administrator for "congregation x" can edit all members of "congregation x" but not other records.

Our database defines a member as someone with a relationship to congregation x.

I want to make it possible for the administrator of "congregation x" to add contacts who will have a relationship to "congregation x", so that they are immediately part of that administrator's "smart group" -- then he'll be able to view and edit them. Ideally, I'd make the relationship to the correct congregation happen automatically for these administrators.

Lobo / Greenberg / others ... can you help me figure out where to get started on creating this feature.

u can potentially do this via a create / edit hook

however u should also check the multi site features in 3.0 which is basically to manage cases like yours
