New Install and Cannot Login

I get the following message.  I've change permissions to all files to 755.  Any thoughts?

You don't have permission to access /civicrm/standalone/finish_auth.php on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.
