Looking for ways to resend bounced email

I have recently sent a newsletter to my mailing (~1500 email addresses) and approximately 12% (178 email addresses) bounced. The bounce type is "Quota" and the reason was "Quota exceeded". Two things to consider here:

1. Considering I used Google Apps to submit it, does quota exceed mean I went over the 500/day limit? This may be true as I scheduled to submit 50 messages every other hour which would mean 600 messages/day.

2. I tried to re-send the newsletter only to the bounced addresses, the system doesn't allow me to do so as it is considered as "sent mail". (I tried to send to the same group and excluded the people who received the previous newsletter and on the 5th step, the count of emails to sent was 0).

I elaborated there more than in the one that Lobo links to above. There's actually a step-by-step guide there.

Unfortunately I haven't yet gotten to doing the 'proper' solution suggested towards the bottom.
