membership status rules

I am having problems getting the status rules to update my member status'. I have it set to expire memberships one month after the enddate (see attached image). What triggers these rules, is it the cron job and if so I have these set up
 /usr/bin/lynx 'http://www.domainname.ca/sites/all/modules/civicrm/bin/civimail.cronjob.php?name=admin&pass=password&key=thekey'

php /home/domain/public_html/cron.php

Hope someone can shed some light on this for me
