When cicicrm_domain:config_backend is NULL'd and Config.IDS is deleted...because of a bug or server move, there is a large amount of data in that serialized array.

In my experience this action, while necessary to fix a problem, has other unpleasant configuration consequences.

* custom PHP and template paths are reset
* drupal syncronization (users table name) is reset

What else gets reset, so I know what to watch for and restore when I must take this repair action?

You might want to "view" the field when populated using phpMyAdmin (by clicking the "edit" pencil icon) - you can pretty much see what's there in the array.

In general, the settings stored include:
- Enabled components
- Directories and Resource URLs
- Localization settings
- Mapping Provider
- Debug and Misc settings
