On the CiveCRM profiles, can it be setup to reply back to the person who filled out the form?

We would love this too.  one route could be to create a smart group and send a regular (ie. polled) email to that group, but basically this is a hack.

U could potentially implement this using a postProcess hook.

Actually, if you set the profile to Mailing List, it will send an acknowledgment (and require double opt-in).  That might be all you need.
