Search Builder not yielding correct results.

Problem:  I trying to eliminate duplicate contacts using search builder to isolate the dupes.

Preferred Data set (example):  One set of contacts are tagged=ABC  and contain field name "ABC" with a field value equal to "Y"
Duplicate Data set (example):  Second set of contact are NOT tagged at all and contain field name "ABC" with a field value which is also equal to "Y".

When I search field ABC equal to Y the result set is 200 (which is correct)
When I search for Tag ABC the result set is 100 (which is also correct)

However, when I search for field ABC=Y and Tag!=19 (the tag ID)  I get no records found, when I should get the untagged records with ABC=Y.

This is a simple exclusion search.  What I am I doing wrong.

For this you should use Tags Custom Search.
