Batch Geocoding Script help

I am trying to run a batch update. When I put the URL into my broswer below I get this message.

http://<drupal_root>/sites/all/modules/civicrm/bin/UpdateAddress.php?name=<username>&pass=<pw>

Addresses Evaluated: 0 Addresses Geocoded : 0

I have also read you can run this as a command line.
$ wget http://<drupal_root>/sites/all/modules/civicrm/bin/UpdateAddress.php?name=<username>&pass=<pw>

Being a newbie I have no idea how and where you run command lines. Thanks in advance for any replies.
