Access Control Workaround??

I'm wondering if there are work-arounds for implementing Access Control in Joomla!

I'd like a very simple setup where only sysadmins could see the customize, configure, manage, and option list forms, and where finance staff could see money fields and forms, and where all staff could do data entry on non-financial stuff.

Can I do some or all of this in Joomla! CiviCRM without ACL's?
