Customizing the forms css

Is there a way to change the css used for CiviCRM forms, other than modifiying the civicrm.css file, because if I upgrade CiviCRM to the newest version, I lose any changes that I may have maded to the default civicrm.css file?  I thought I read somewhere that you could put the civicrm.css file in the joomla_install_directory/templates/civicrm_custom/css/ directory structure, and CiviCRM would use that one.  Is that still the case with 3.0.3 stable?  I upgraded, but it doesn't appear to still have my styling I have in this file.

Set your 'Custom CiviCRM CSS URL' in Admin CiviCRM >> Configure >> Global Settings >> Resource URLs
