Issues with dashboard - cannot place dashlets

Upgrade from 3.02 to 3.1beta2 seemed to go smoothly, but dashboard config page doesn't appear as it does on the CiviCRM demo pages.  While I can see list of dashlets, all I can see regarding columns are the plain text labels stacked below... no cool drag-n-drop capability is there.  This is true for Safari and Firefox, the only browsers I tested.  I tried deleting browser cache and Drupal cache.

Looks like dashboard css is not loading for your install, bit strange. Can you try to delete your template_c directory and check if that helps..

I removed the templates_c directory and am still getting the same result.   The directory is being regenerated on the subsequent request, by the way.  There is one hint of weirdness that I did not mention previously.  Upon running the CiviCRM update page I got the following error:

warning: mcrypt_generic() [function.mcrypt-generic]: An empty string was passed in /Users/mark/Documents/Sites/sales.digett.com/sites/all/modules/civicrm/CRM/Utils/Crypt.php on line 47.

Still, CiviCRM said the upgrade was successful, and I see no other symptoms of issues.  I have no clue whether the message could be related to the problem I'm seeing.

Can you check javascript console in Firefox for errors. If possible you should jump on #civicrm (irc channel), will be faster to debug.

I do, indeed get a javascript error that appears to be relevant.  I've attached screenshot.  Am in #civicrm on IRC as figart.

Hmm, it's hard to guess the problem looking at above screenshot. If you want I can login to server and check on it. I would need following details: http://wiki.civicrm.org/confluence/display/CRMDOC/SSH+Access+Requirements

This is occurring on a dev environment that would be difficult to provide access to.  Over the next day or two I'll shove this out to a server and see if the problem still occurs.  If so, I can open it up to you.  Thank you for the help.

Error message on line 47 of crypt.php in 3.1.1 may be only for windows servers.  For a possible fix see my post at:
