{action.*} tokens not available in a Welcome message

I just realized that {action.*} tokens aren't available in Welcome message templates.  However, it occurs to me that {action.unsubscribeUrl}, for example, could be very useful to include in a Welcome message welcoming someone to a certain mailing-list group. For example, "Welcome ... blah, blah, blah ... to unsubscribe from this list send an email to this address <someaddress+chars@domain.com>."  Is the reason that this isn't implemented that not all actions are relevant to all Welcome messages?

wanna go ahead and submit a patch and an issue for this. I suspect this was not done because no one asked for it.

also i'm not sure if the unsubscribe tokens work in general without a mailing/job id. this might be a slight issue (but solvable). same might go for the opt out url. Basically these are restrictions which are not very logical :(
