Nightmare Error "You do not have permission to execute this url"

Things have gotten out of hand.  When trying to submit contributions online i get the error "You do not have permission to execute this url."  A little help would be most appreciated

It looks like the url is malformed. The comma's should be = and some slashes should be &. Also index.php seems to be missing.
I would expect this url for your page:

http://www.synchmusicpro.com/index.php?option=com_civicrm&qf_Confirm_display=true&lang=en&qfKey=6132a63555a7f68a696b80d13dd082be/task=civicrm/contribute/transact/

But when i use that, the url gets rewritten with comma's and slashes.

Now you need a Joomla-expert to tell you why this is (i'm on Drupal)
