Duplicates, import ignoring skip on duplicate

I tested this on the demo site just now as well

I import a file.  Then i reimport it with 'skip' on duplicate.  Nothing is skipped.

Is this a bug or am I doing something wrong?

also, once there are duplicates in the system the duplicate finder can't seem to find them

We are using 'Strict' Level contact matching rule to find duplicate contacts during contact import process.
so you might want to tweak these rules, related url is : http://drupal.demo.civicrm.org/civicrm/admin/deduperules&reset=1

Still If you able to replicate issue on demo site, It would be helpful to debug if you provide following information :
 
1. Import field mapping.
2. Your dedupe 'Strict' rule settings related to your target contact type.
3. Sample data file ( .csv ) ( Of course any private / personal info should be disguised.  )

thanks, I didn't understand that those rules were also being used on the import
