"Record duplicates multiple contacts" but can't find duplicate in the system

I've been importing contacts for the past week now. I'm getting a lot of "Record duplicates multiple contacts" import errors but when I check the system for the respective duplicate, I can't find it. Any help would be appreciated.

We are using 'Strict' Level contact matching rule to find duplicate contacts during contact import process.
so you might want check duplicates in system w/ 'Strict' level Contact matching rules,

You can use 'Use Rule' functionality from here : http://drupal.demo.civicrm.org/civicrm/admin/deduperules&reset=1

i am having the same issue here.  i don't think it has to do with the rules.  the record matches multiple in the system already, not skips because it is duplicate.

i am getting this error for contacts i am sure i have deleted.

for example:

Record duplicates multiple contacts http://unbreakablecrypto.com:20082/civicrm/contact/view?reset=1&cid=68459 http://unbreakablecrypto.com:20082/civicrm/contact/view?reset=1&cid=68239

however, both of those have been deleted and are not in the system.
