Where do I configure the system email addresses.  I need to receive notification of transactions or events from CiviCRM.  Probably dumb question...

I would like to do

1. For Event Registration
go to : Manage Event -> Configure -> Online Registration -> from Confirmation Email section you can set 'CC Confirmation To' and 'BCC Confirmation To' email address.

2. For Contribution / Transaction
go to : Manage Contribution Pages -> Configure -> Thank-you and Receipting -> here you can set 'CC Receipt To' and 'BCC Receipt To' email address.

Does this send receipt only after contribution is in "Completed" status?

Where can one set the "from" address for the Receipt email generated when a Pay Later registration is updated to Completed?

It appears at the moment that the from address is the current logged in admin user, rather that details set up (as suggested above) for the Online Event Registration.

The FROM email configured for the event in Online Registration IS used if you update Pay Later registrations using the 'batch' method:

Find Contributions -> [ x ] Pending status
Select 'action' of Update Pending Contributions

... using this workflow, the FROM email is the configured one from the event (and both the event status and the contribution status are updated).

Seems like the behavior of using logged in user's email when receipting event registrations 'one at a time' from the event registration form is a bit inconsistent. However, since events do NOT have to have Online Registration with automated Confirmations enabled - we don't  necessarily have a general FROM email address to use for 'backoffice registrations.

That said, we should probably check for an event-related FROM email and allow user to select it if it exists. I've filed an issue to give user a choice of FROM emails in the Event Registration form for a future release:
