I'm having problems with migrating civiCRM to a new host. I'm now on my fourth try at the migration steps:

The last time I got as far as step 10 and when trying to go to global configuration instead got a You do not have permission to execute this url. error.

So I went back, got as far as step 6
I redid this mysql command update civicrm_domain set config_backend = null;
And went to http://www.railvermont.org/administrator/index2.php?option=com_civicrm&task=civicrm/admin/setting/updateConfigBackend&reset=1

I got the screen showing paths (step 7)
Something went wrong with the url between the last time and this time and it just showed www.ra instead of www.railvermont.org, so I corrected that and clicked "save" and then got that same You do not have permission to execute this url. error.

Any idea what is going on here and what I can do?

I think I have solved my problem. I found two errors in my process. One is that in step 5 I forgot to delete some of the files with cached settings and the other is that the two civicrm.settings.php files were the same with the same url (this how it is in Joomla, while Drupal only has 1). I changed the url for the settings file in the administrator director to www.railvermont.org/administrator/, leaving the other one as www.railvermont.org

The clue was I noticed the error pages did not have the /administrator/ directory in their URL
