Import with update not working

When importing with the update option selected, Civi is not updating but is creating new records. Confirmed on sandbox. See the attached sample file for testing. Use import individuals with update. There's an existing field mapping "lcd1" you can use.

As sandbox db is reset, I tried to replicate issue on my local install.

following are the steps that I did :
1. Update Individual 'Strict' dedupe rule and set 'First Name' w/ Weight = 10 and threshold = 10.
2. Using Update mode, did import given .csv file w/ mapping first name, last name, job title.
3. System gives me result as below

A. If we found single duplicate contact we are going to update it.
B. If we found multiple duplicate contacts we are just ignoring given contact and giving duplicate multiple contact error message to user.

I had repeated above steps for remaining fields ( ie Last Name, Job Title ) by updating dedupe rule and all.. , and get same result.   

hope this is expected result.

Would be great if you give some light on your dedupe rule and import mapping.

My bad --
I had created the necessary dedupe rule, but used fuzzy instead of strict, so it was still using the original strict rule.
