The last record overwirite the whole table (civicrm_participant)

Hi,
  I'm running a site for a non-profit organization and I have Civicrm v3.0.3 under Joomla 1.5.15. I have a no fee event with online registration enabled, and also a custom profile with name, addresss, e-mail and so on.
Here is issue #1:
When I turn on "Allow multiple registrations from the same email address", the last person registered will overwrite the whole table (civicrm_participant). I was expecting multiple registrations with same e-mail address to be added to the table.
No matter what settings, it shouldn't overwirte the whole table with the last registered person. Am I doing anything wrong?
issue #2:
I'm unable to turn on both "Register multiple participants" & "Allow multiple registrations from the same email address". I can check both boxes and save, but when I refresh the page the setting will remind previous settings. By just enabling the "Register multiple participants", it works fine, but I have to have a unique email address for each participant. Otherwise, the registration will fail due to duplicated email address detected by the system.

What I'm looking for is: A family member register the event for the whole family members with the same email address or a person doesn't have email address and have his/her friend to help register. I think these two scinarios are very common.

Could anyone help me to figure it out what weng wrong? Thanks ahead.

Here is the update:
  I finally were able to enable both "Register multiple participants" & "Allow multiple registrations from the same email address", and the symptom went away. However, I found that I can't hardly change settings on that online registeration page. I also found that I can't change the template which I used to create this event either?????

Update:
  After few more tests, I found that the system did saved changes I made. However, Although the screen stated the changes were saved, but even after I refreshed the screen, the screen still shows the old settings. I don't know how long it past, when I re-open the same screen, it will show the updated settings eventually.
