"The requested page could not be found." -- failed on first step of new install

I've successfully installed prior versions of civiCRM on other servers.  This one has me a bit stumped.

I am placing the install directory in sites/all/modules, and I browse to <site>/sites/all/modules/civicrm/install/index.php

And then I get the dreaded message "The requested page could not be found. "

I've tweaked the properties and permissions of that file.  Other files (such as the .css and .html files) appear just fine.  It's the php files that "cannot be found".

I'm on ANhosting which is otherwise a nice little service.  I suspect that it has to do with my .htaccess file, and I'd sure like a hint if anyone can provide one.

Thanks in advance!

Interesting...  The install.php file can be found as long as it's no more than x layers below the root directory.

/home/user/public_html/sites/all/modules/civicrm/install/index.php == yes
/home/user/public_html/subdomain/sites/all/modules/civicrm/install/index.php = NO NO NO

Is there some sort of php path depth limit??

Okay, even with the whole installation moved up a peg, it's still not "found".  Any hints?

Okay, some servers have silly rules about permissions of some directories.  Anyway, I made sure that everything in the path was set to 755, and that seems to have fixed it.

This is on ANhosting.
