wysiwyg editor not inserted for custom fields

the wysiwyg editor toolbar is not displaying for note type custom fields configured for the richtexteditor.

it's actually a problem in 3.0 as well:

In both instances, see the custom field at the bottom. I'm not sure if it's a problem throughout, or just certain areas.

more info --

in 3.1 the problem appears to just be with cke.
in 3.0 the problem is just with tinymce (at least on joomla).

support CiviCRM through 'make it happen' initiatives!
