Short of writing custom SQL / php script - this MIGHT work... but - caveat - I haven't tried this 'trick'. Experiment with a small subset in a new csv file.

- Assumption is that these contacts are in CiviCRM with their primary email = the email in your csv file
- Use the csv file as source for Import Contacts - with 'Update on Duplicate Match' flag
- Before last step of import, set the 'Add contacts to new group' setting - telling civi to add them to 'Bad Emails Group' or something like that

Assuming this works and they get put in the new group, then you can easily do Find Contacts -> in -> 'Bad Email Group' and select a page at a time and choose 'Delete Contacts' action. NOTE: Unfortunately you can only do actions on one page of search results at a time, so still will take a few steps.
