L2 Admin can delete L2 master group

I think this is a bug.

Logged into the multi-site as an administrator without 'administer multi-site' permission I was able to disable and then delete all groups in that site - including the main L2 site group. I believe that the main group should be a special group and that permission to delete it would only lie with those with multi-site permission.
