Hi this is a bit tricky to test on the sandbox as it involves ACLs but when I try on our test (multi-site) to remove 'access civicrm' but leave all the other permissions in place for a user role the user no longer sees the CiviCRM navigation menu from any CiviCRM pages.

On 3.0 the navigation menu had remained but the items on it had been reduced based on permissions.
