personal campaign pages

I have personal campaign pages enabled, after a user makes a donation.  Once a user fills out the form,a nd submits it, the user goes back to my homepage, and is not sent an email about how to login to manage their page, and it appears CiviCRM did not create the page, as it doesn't show up in the CiviCRM admin section.  Can anyone help me get this working?
