Request API functions for revealing existence of custom field groups and fields

I just added a Cookbook page about this:

My request is that you add some API functions along these lines, which would allow us to programmatically discover whether specific custom field groups and custom fields already exist.

Applauded for a really nice cookbook contribution, and I agree this should be part of the API's. Simple get functions should be a part of every API in my estimation. What I would use this for (I have done something similar) is to be able to create some standard uf profiles that have custom fields in them.
